
Emergency Housing Program (EHP)
Program Overview
HSNY’s Emergency Housing Program (EHP) works in partnership with the New York City Human Resources Administration (HRA) to ensure that individuals and families living in emergency housing receive safe, dignified, and compliant shelter while working toward permanent housing solutions.
Through daily oversight of assigned facility providers across all five boroughs, HSNY plays a critical role in maintaining quality standards within emergency housing. The program prioritizes health, safety, accountability, and access to social services, ensuring that emergency housing serves as a temporary step toward stability, not a long-term destination.
Who We Serve
The Emergency Housing Program serves individuals and families experiencing homelessness who are placed in emergency housing through HRA. Eligible clients include individuals and families with children facing housing instability, health needs, or economic insecurity.

Through the following services, HSNY ensures all city standards are followed so that clients receive the appropriate referrals and assistance.

Oversight of occupancy tracking and provider reporting

Coordinating social service referrals and community linkages

Daily communication with HSNY's housing providers

A 24/7 hotline to address urgent concerns, even during evenings and weekends
In addition, HSNY goes beyond city standards and also assists clients directly with housing stabilization and transitioning to permanent housing.

Referrals & Eligibility
Clients are referred to the Emergency Housing Program through the New York City Human Resources Administration. The HRA determines eligibility based on emergency housing placement criteria.
